Legislation on animal feed is harmonised at European Union (EU) level. It applies to feed for food-producing animals, including farmed fish, and also to feed for non-food producing animals, including pets, zoo and circus animals and creatures living freely in the wild. Horses and rabbits are classed as food-producing animals.
